The design fee accounts for only a very small part of all investment projects,however,the vast majority of the total project investment of investment by design,engineering design determines the construction of the project investment,and therefore make construction of the design and supervision work imperative.In this paper,design and supervision departments to maintain the independence and effective monitoring of design investment,effective control of design quality,design and supervision of incentive mechanisms to establish four-faced design phase of the supervision work are discussed.
